The NY State of Health 2021 open enrollment period for New Yorkers to enroll in private health insurance has been extended through December 31, 2021.  

You can enroll in Medicaid, Child Health Plus and the Essential Plan all year round.

If you are currently enrolled in Medicaid, Child Health Plus or the Essential Plan and you have a coverage end date of December 31, 2021, your coverage will be extended for an additional 12-month period.

Medicaid has a Reproductive Health Services Family Planning Benefit Program.  It covers family planning services. The program is confidential and assists males and females of any age.

Through the NYC Health + Hospitals Options program, low and moderate-income patients receiving care from the public health care system can get affordable health care.

If you are a patient, you may receive assistance applying for government-sponsored health insurance.

If you are not eligible for public insurance, the program may reduce your bill to an affordable amount, based on family size and income.

All HHC patients residing in New York City may qualify for HHC Options regardless of their age or immigration status.

Staten Island

There are no HHC Options counselors available in Staten Island. Staten Island residents may contact counselors in any other borough for assistance with applying for health insurance. The nearest counseling site is Coney Island Hospital at (718) 616-5024.

MetroPlus Health Plan is a health maintenance organization that is licensed to operate in the Bronx, Kings, New York, and Queens Counties. You can get Medicaid, Family Health Plus, and Child Health Plus Managed Healthcare services.

NYC Care is a health care access program through NYC Health + Hospitals. It provides comprehensive health care services to New Yorkers who are not eligible for insurance or who cannot afford insurance.

The City and the Municipal Labor Committee selected an alliance between Empire BlueCross BlueShield and Emblem Health to provide the NYC Medicare Advantage Plus Plan to City retirees and their eligible dependents. However, this plan has been put on hold by the Court and will not be implemented on January 1, 2022.

Until there is a Court decision, no retirees will be moved into the new Medicare Advantage plan. Retirees will remain in the plan they were in for 2021 unless they utilized the once in a lifetime option to change plans or transferred plans during the annual transfer period.  

Retirees do not have to take any action at this time. 

The EmblemHealth/Empire BlueCross BlueShield Senior Care plan will remain premium-free until the new Medicare Advantage plan is implemented. Once the Court announces an implementation date, retirees will be notified of the period of time they will have to opt out of the Medicare Advantage plan.
