The Excluded Workers Fund (EWF) provides cash payments to workers who have suffered income loss due to COVID but who are not eligible for Unemployment Insurance or related Federal benefits due to their immigration status or other factors. Affected workers must be low-income and provide sufficient documentation to establish work-related eligibility and residency in the state.

The New York State Department of Labor (DOL) is no longer accepting new applications for EWF. 

Applications are being processed in the order they were received. DOL cannot guarantee that funds will be available for any applications submitted after September 24, 2021.

If you already submitted a complete application, you can still access your EWF account online to view status or respond to requests. Information about EWF, including application status, is also available through an automated phone system.
